don't overthink it
the barnacles are attached to the paint not the aluminum
paint is much easier to repair than gelcoat
buy the boat if you want it

a paint scraper will knock them off no problem we do it on tugs all the time when they don't want to sand blast. ALso depending on how good the paint job is a decent pressure washer may do it.
