Nah, they are winning with good defensive discipline and a good counter-attack. Mahrez and Kante are stars right now, as they are arguably top 5 players in the league based on form. Kante was very good in Ligue 1 last year as well. And Mahrez always had a lot of dribbling ability.

The reality of the TV deal is that Leicester can afford a player like Christian Fuchs, a CL-level player with Schalke, with real quality, instead of that player going to Sevilla or somewhere similar. If you have a bunch of players like this, quality internationals that want higher wages than other leagues can offer, but aren't quite as flashy enough for big clubs, you are going to build some pretty good teams.

Still, the pattern of play in La Liga is higher. Despite the improvement by teams in England, they still don't have the technical nous of Spanish teams.

To add to my point about the improvement of mid-tier teams, a player like Idrissa Gueye who was good in Ligue 1 went to Aston Villa, where he has performed better than the rest of the team, yet will go overlooked because he plays for a shite team. If you watched Kante and Gueye last year in Ligue 1, it would be difficult to tell who was better. Kante has an insane engine, which is what helps him. He's like the reincarnation of Makelele. I mean, Kante has averaged 4.5 tackles per game and 4.2 interceptions per game, while Gueye has averaged 4.1 tackles per game and 4.3 interceptions per game. Gueye has done this for one of the worst teams the league has ever seen. A big team should buy Gueye just like a big team should buy Kante.
