ETA. That was merion I'm thinking about.
It was Merion, but they did it at Harding Park as well. There's a 9 hole course in the middle of HP and they used part of that course as the driving range.

This was true of the US Open at Torrey Pines as well. Turned part of the North Course into the driving range.
