Yessir, it's the front eye of a slip-style leaf spring. Bolt goes through the rubber, rubber goes inside the eye.

They sell leaf spring bushings at autozone. Just bring your dimensions and pick one that will work.

You're gonna want to get an actual leaf spring bushing for that. Anything else will deteriorate
