re: Rules question: Did Strall have to throw a pitch after the rain delay?

From the NCAA Baseball Rule Book, Section 4 under the heading "Removing the Pitcher":

When the game pitcher crosses the foul line on the way to the mound to start an inning, he shall pitch to the first batter until such batter is put out or reaches base, unless a pinch hitter is substituted or the batter or the pitcher sustains an injury or illness, which incapacitates him from continuing.

This isn't exactly the situation last night but it's the closest thing I could find regarding making a pitcher pitch to a batter before there can be a pitching change.
