Connect antenna to Tablo, and connect Tablo to network.

Yep, you need an external USB drive.

It works via wifi, but they recommend hard wire for performance reasons.

Yeah, the Tablo works basically like a media server. You interact with it (scheduling recordings, viewing...) via apps. You can use a tablet, phone, Roku, or computer as of now. An AppleTV app will supposedly be out soon.

OTA signals are uncompressed MPEG2 which is pushing the limits of wireless. A wired ethernet connection is recommended.
