Actually, it is a timing mechanism. Some coaches teach to put back foot against bag, some teach the way you were seeing, and many leave it up to the girl. Basically, standing over it this way allows the girl to use a rocking motion to follow in step with the pitcher so that her momentum is going forward and can fire off the bag when the pitcher releases the ball. The foot that is over/behind the bag will be coming over and hitting the ground at the same time/slightly before release of the pitch, and she will be pushing off with the other foot at the same time.
