I thought this was determined by the size of the knife. I carry one in my pocket all the time and sometimes two.

I read several stories staring this right after Waco. I remember one story even said they considered a pair of nail clippers they found on a guy as a "weapon".

Nope. They can consider any knife a "deadly weapon" be it a bayonet or the Old Timer your granddad gave you for your 10th birthday.
