The cops knew that the very club they had infiltrated was going to start the fight against the same club the cops were trying to nail RICO chargers on. And it was the same club the cops had infiltrated that pulled guns and opened fire first at the start of the fight. You don't see a problem there?

Furthermore, this same club, the Cossacks, had existed in Texas for years without any issues. Then when the cops infiltrate the club it all of a sudden starts trying to start shot with the Bandidos? And it just so happens all around the same time this whole "Operation Bottom Rocker" against the Bandidos is starting up? Come on, use your common sense.
