Nope!

It's just the order in which they were printed.

For each letter set there are 0-999 different plates made.

I know this because I remember plate numbers from when I was a kid. And noticed all the new cars were slightly further along in the alphabet and it didn't matter where I was in the state to see that.

This is absolutely correct though. At least since I started paying attention around 1995.

Good to know. I wonder if they skip around the alphabet with the first letter?

Like I said the new ones all seem to start with Z and with 999 of each letter combination being made, that seems like a shite load of plates to already be at Z.

ETA: especially when you consider that trucks, specialty and customized plates aren't being factored in
