They were half staff at least one day between the 3/11 end for Reagan and 3/22 begin for Brussels, because someone asked me which led me to the site linked above. I want to say it was 3/15 or 3/16 and I couldn't find an explanation.
Respectfully as possible, I think both the frequency and duration of half staff orders should be more stringent.
