Somewhat. A lot of it also had to do with the fact that during prohibition marijuana got much more popular as it was a substitute for getting drunk. The government realized that people were using it to get into an altered state of mind, though different than alcohol, and decided to ban it.

Marijuana is just a gateway drug that leads to harder substances and addiction.
