Nope, bc I have always viewed Loomis a a pawn in the whole situation. He is not a football guy and doesn't make personnel decisions, that comes from SP & the scouting dept. His job is to get the guys they want to sign and make sure to make the deal work as best he can.
I blame Vitt bc Casillas was a solid back-up LBer for us and he was never able to develop into a solid starter. I remember a lot of people being upset when the team let him walk (do not recall a discussion about trying to bring him back) so he went to a conference rival in TB.
