It is a a Zone that can have up to 24 players in it.

Loot must be extracted.
You can steal loot by killing players.
Killing non-rogue players makes you labeled as rogue. This puts a bounty on your head and non-rogue or rogue players can kill you with no penalty and be rewarded.
