Cue a thread full of pointless, empty threats. You want to leave, leave. Over a $2,500 annual TOPS benefit that we can't afford and other states don't have either? 
Go on over to Texas, I hear oil is still $80/bbl over there.

oh, another great thing about TN is they have the Lottery scholarship for in state residents.

Not sure if serious? Texas is doing incredibly well right now financially in most major metros.
