That album did come to mind when I saw the title of the thread, really nice bass work. But I'd still have to go with Quadrophenia.
I guess for me it comes down to Thomas' musicality over Entwistle's speed and dexterity. The latter being best illustrated on "The Real Me", which is still jaw-dropping four decades after it was recorded (damn, that sentence really reminds me that I've gotten old).
But it's those instances where Thomas goes minimalist in service to the song that really stand out to me. Knowing when not to overplay is critical to every musician.
Of course the OP also asked for most "underrated" bassists. Don't think The Ox fits in that category.
