Idk. 2000 ravens was nasty. Seattle completely destroyed a very potent Denver offense a couple yrs ago.

In modern era (last 15 years)...it's fair to say...
1. Ravens (as they are the only defense that didn't play in the 1960's/1970's to be ranked in the top 10 of stingiest - they are ranked even higher than the '85 Bears)
2. Seahawks (did it better than anyone after the 2004 rule changes)
3. Broncos (same)
4. Bucs
5. Titans
1977 alone has 3 of the best defenses in history based on stats.
13 of the top 14 stingiest defenses played between 1968 and 1977.
The 1978 rule changes opened things up as did the Manning rule changes in 2004 for illegal contact - after his receivers got mugged by the Pats in the AFC champ game and lost and Polian on the rules committee lobbied to change the rules to help his QB).
So crowning the Bucs and Ravens is difficult because the rules changed again in 2004.
I think the Ravens are still tops over the Seahawks even though they had it easier...because they are top 10 in any era.
But you can't even compare the 1970's football to today...let alone 2000 to today.
Weighing which D's had it the most difficult.
Denver is top 5 but Seattle is tops since 2004.
