Because some of them want that last little bit of publicity before they become a small fish in a big pond. Sometimes the schools want to let the recruit have their moment as a reward for showing what hard work can earn you...maybe use it to motivate some of the younger kids in their school. JMO

Don't sweat the downvoters.
There kids need to do the hat on the table moment the first time if that's what they want.
I have zero issues with them doing it.... have fun... shine kiddo, .... but don't commit if that's not what it means.
