Do you have the Nvidia "Experience" program running?
This has been known to cause issues like this. I had this problem...it's not 100% fixed, I still rubber band sometimes but it helped TREMENDOUSLY.

Uninstall it or just make sure it's not running when I'm on steam ? Nvidia is always on in programs but I thought that was just to check for new GPU drivers.
