I think this is partly true. With that said, I think he certainly had ties to the cartel in some capacity because Silvio said "Medellin" when he was confronted by Alejandro. One would think this would show some connection to the cartel, but we are ultimately left guessing.

Yea, he was part of the Columbian cartel. They tell you. In the movie
