Couldn't he just as easily have crossed the border somewhere else, gotten in a random police car, pulled over Manuel Diaz, and had him take him to the cartel boss? I don't understand the point of the tunnel and the diversion.

Everything he did could've been done without the tunnel. Unless I'm missing something.


They probably didn't trust Mexican border patrol and needed to insert him without anyone seeing or reporting who was getting in there. As I understood it, his character was a well-known prosecutor/politician in northern Mexico. They had to get him in without anyone who could possibly report seeing him and quickly.

I think this is partly true. With that said, I think he certainly had ties to the cartel in some capacity because Silvio said "Medellin" when he was confronted by Alejandro. One would think this would show some connection to the cartel, but we are ultimately left guessing.
