So what? That's not the part that doesn't make sense. It's obvious why he needed Manuel Diaz (i.e., to take him to the boss). But why did he need to sneak in through the tunnel?
Couldn't he just as easily have crossed the border somewhere else, gotten in a random police car, pulled over Manuel Diaz, and had him take him to the cartel boss? I don't understand the point of the tunnel and the diversion.
Everything he did could've been done without the tunnel. Unless I'm missing something.
