One thing I can't figure out about Sicario *Spoilers*

What's the point of going in the tunnel? Why couldn't Alejandro have crossed the border like normal, then gone after Manuel Diaz? What's the purpose of the whole diversion thing?
He could've crossed the border, gotten in any random police car, and gone after Manuel.

He didn't know where Diaz was. All he knew was that Diaz used the tunnel to smuggle drugs, so he used that lead to find him. I don't think he necessarily knew that he'd be riding with a dirty cop, that's just who happened to be there.

On the plus side, I've read that they pretty much nailed the border crossing shootout with regard to how operators would deal with that scenario.
