It was chaotic as hell the first day, but everyone's figured out its much more beneficial to play nice than to go rogue. When you die as a rogue you lose a lot of DZ exp and currency, and with so many people cooped up in one zone the chance of dying after you go rogue is very very high. Right now its more cost effective just to kill NPC's and loot gear off of them instead of killing players for their loot. Once we have access to the full DZ I think it'll be a lot better. Killing other players has much more of an upside to it since survival will be easier if there arn't 30+ other players a stones throw away from you ready to kill you the second the little red skull appears over your head.
I think ultimately they envisioned the DZ to be more of a hybrid of PvE and PvP. It's supposed to be much more situational instead of just straight up competitive multiplayer. Like you see a group of players heading to an extraction point, all of them carrying gear. Do you want to risk the gear you've already gotten to take theirs, or do you try to work with them to get your gear out of the zone too? Do you pretend to work with them just to double cross them as the helicopter gets there?
The gameplay is a lot deeper when the fear of immediate reprisal for going rogue isn't as great.
