Cells don't instantly use up all the oxygen in blood as soon as the blood gets to them, do they? Wouldn't the blood itself have some oxygen left in it after the time one would otherwise have died from bleeding out - not an optimal amount, but enough for some consciousness?

All circulation would stop. Per the "holding the breathe" comment, there is still circulation happening which means that oxygen reserves are still working through the body. If blood is stationary in the head, the cells utilizing the blood would use it up right away, if there was any "reserve" oxygenated blood it would be trapped away and go on unused.
