The worst part is that's probably an upgrade from what their homes look like for many of the kids.

Many kids never really have a chance. This doesn't mean they aren't fully responsible for their actions later in adult life, but many of them truly never have any sort of chance to do anything worthwhile.

the issue is what we can/will do about it

even talking about it in real terms is treacherous territory today
