as motorboat says, almost all marshland is owned by oil and gas companies and has typically been leased to the same folks for decades. I would say that your best bet would be to buy some piece of shite camp with the intention of tearing it down and rebuilding while taking over the existing lease.

expect to pay a premium to make this happen, though...
