Are you talking about a permanent camp? Like, something you can only boat to, but built to stand hurricanes?

Lots of people have had that idea. But you don't see many/any camps like that. The cost of building to that standard in the marsh is prohibitive. Would probably cost you $500 per square foot.

A much better solution would be to find an old barge. Build your camp on that. Then put a generator and a motor on it. Much cheaper, and you can move it around when a storm comes. Or when you want to change seasons.

Def build on a barge. Can probably find a decent one for 5k
