re: No charges against cop that shot Tamir Rice

It was a horrible tactical decision by the officer driving the cruiser to pull up so close to the suspect. In doing so coupled with the juvenile suspects actions it forced the passenger officer into making a near instantaneous decision to use deadly force. A very bad situation all the way around. I don't see any way where there was criminal intent by the officers. Incompetence by the driver but not criminal intent.
