Good question. It's one the city might not even answer when they are rushing to reach a settlement prior to a verdict being rendered.

2 - Why was the info about it most likely being a fake gun not relayed to the officer(s)?

See above.

- Why was Tamir walking around a park aiming a toy gun (without the orange safety feature on it) at people? Why did he reach for it when the police showed up? (looks like he did per the photo I posted)

Well, we don't know that he actually was, do we? All we had was the 911 caller SAYING that, right?

Also, why was it necessary to tackle and cuff his 14 year old sister 2 minutes after he was shot?

Lots of question the city will have to answer. And they won't like the answers, so they'll be writing a gonzo-sized check.

There was video of him pointing it all over the park.

No clue. Doesn't mean anything as far as the shooting is concerned.

This will only happen to simmer the faux outrage from the black community. It won't be written for legitimate reasons. Which shouldn't matter if you believe getting that check equals justice.

This was going to incite riots, civil suits and police hatred no matter the circumstances. It has nothing to do with a kid being shot. It has everything to do with his skin color. And that's a damn shame.
