It does seem a bit odd that they drove onto the grass near the only person there after getting a report of a possible gun.
But if the dispatchers didn't say anything about it being fake and my partner drives me right up to someone reaching for a very realistic looking gun...I'm shooting. And in my mind, I'm fully justified.

That's a good take on the big picture.
I saw no reason for them to drive up so close. There are no other people in the picture to be threatened.
I think the cops had a chance to stay back and evaluate the situation. Just my take and the reason I feel they deserve some kind of slap on the wrist.
