I actually think that scene entirely emphasizes that they weren't good enough for Palpatine. He clearly looks at them as toys and is very condescending to both Luke and Vader for using lightsabers. The Emperor is not nervous with having two people who want him dead armed with lightsabers around him, because one of them is all too aware of how powerful he actually is and the fact that lightsabers really wouldn't affect him. The duel is just a pleasant distraction for the Emperor, and that's really it.
