yeah
daniels' last act being giving carver the stripes (to the rank daniels was at the beginning of the show, i believe) was poetic, after all the stuff they went through early on and the character arc that carver had once he became a leader (including writing on coke's favorite cop character)
trying to force sydnor into being the "new mcnulty" was forced

They deliberately (IMHO) left that vague so you would continue to be cautiously supportive of Daniels.
Realistically, cops make dirty money exactly the same way that Omar made it:
1. Payoffs from drug dealers
2. Robbing drug dealers
3. Selling drugs you stole from drug dealers
