Oh my bad I misunderstood you. But for the ATC it has to be a valid ID as well as not expired or anything. So basically its all on the clerk to check it and deny them.

ATC rules are frickin retarded

You can have a regular whose 24 years old forget his ID and if they bust in there and he doesn't have it and even if he later proves that he was over age, the bartender can get fined and fired

At the same time the bartenders don't have a responsibility to sniff out fakes. If you have a good fake ID there's nothing they can hold against the bar. But if your ID is expired by a day you're not supposed to sell it to them

Also from what I've heard ATC is usually pretty damn obvious whenever they pull off a sting.
