Wouldn't he have to sit a year (in addition to the suspension) if he transferred to another SEC school?

He would sit next year. The suspension would be lapsed when he is eligible. Solid 2 year backup plan, though.
Towles would be eligible to play next season. They should definitely give him a good look for depth. However, you can bet that UGA, State, and OM (if Swag leaves) will all throw him some attention too. He was on a couple of middling UK teams, but he had some moments over the last two years.
