Ten million spread over a decade is nowhere near any sane persons interpretation of ten million dollar regular gifts.
Also, you're forgetting all of the other thousands of contributions. Alumni associations all over the country that have game watches and raise money for these funds. Money is coming from everywhere, so if these ten million dollar regular men were real, the surplus comes about. Money would be spent. Irregularities would be seen.
