Clemson plays a permanent P5 team each year in South Carolina yet we still make sure to schedule a major OOC opponent every single year. We've played Auburn, UGA, ND and will play Auburn and Texas A&M going forward.
I expect the committee will reward that and more teams will start scheduling that way.
