I guarantee Georgia, Florida, Kentucky and South Carolina in the SEC would be resistant to this because they have permanent OOC P5 rivals.
With ACC and Big 10 going to 9 games, the SEC would be the only league left with 4 non conference slots.
A lot of teams already have permanent OOC P5 rivals in those leagues. Stanford and USC with Notre Dame, Iowa with Iowa State. A lot of teams aren't interested in playing 2 P5 opponents in non conference play.
