Precisely. Everyone has the potential to access or come into tune with the Force, but some people are just naturally more sensitive to it. Full stop. No need for further, mechanistic explanation. In fiction it is often better to leave things unexplained. The sense of mystery or unknown allows the consumers of the fiction to fill in the missing pieces themselves. To puzzle over them and offer their own explanations. It's much more satisfying that way. What's more enjoyable - The Lord of the Rings trilogy or The Silmarillion? The Silmarillion is like reading your car's owner's manual.

It's better to be able to imagine that YOU ALSO can tap into the Force than it is to be told that the Force is only for superior elect Aryans who have a high "midichlorian" count.
