Think ratios:
The ratio of the extra inch in Diameter to the original Diameter (miniscule) is equal to the ratio of the extra 6.28 inches to the original circumference (also miniscule).
The ratio of one inch to the Earth's radius is the same as the ratio of 6.28 inches to the earth's circumference.
