What I am trying to say is that the Big 12 defenses give up a lot of points because they defend more plays and pass more, and run at faster tempos. This means more snaps, more possessions, and more chances to score.
It's like comparing Princeton basketball under Pete Carrill to Loyola Marymount basketball under Paul Westphal. LMU scored and allowed more points because they ran a fast tempo which meant more possessions and shots.
