Because the political powers in Louisiana were afraid of competition. They used thug politics and backroom deals to insure LSU wouldn't fade off into the void.
Very similar story with Alabama and UAB - only, Alabama had the BOT do the dirty work, LSU had gay politicians and hookers do theirs.

If I made the rules, the first requirement for SEC re-entry would be for Tulane to rebuild an exact replica of Tulane Stadium, with a real grass field.
