Depends on local codes and also how much your local government enforces those codes. Generally, if a modification to your property increases water on another property, then it's frowned upon, but a lot of Louisiana municipalities don't give a frick about the the stormwater laws on the books, so good luck with that.
ETA:Just saw you are in Westwego. Definitely good luck with that. Jefferson Parish doesn't care about that stuff.
