I'm surprised the "flash" lights still work at the intersection of Camellia and Settlers Trace considering the abuse my wife has given them, simply by turning right on red.

I guaranty you that once the new governor (assuming it is Vitter) gets in he will start suspending the licenses of people who don't pay these companies. He may have to get legislation pushed through but he will do it since the companies are going to lobby/pay for it.

I've seen that flash, but never received a ticket. Um, there's no right on red there?

The flash light does not go off on right turns on red. There is a video camera that films these intersections 24-7. There are 10 employees who watch these videos daily. When they see a video violation for not coming to a complete stop on red, they capture the moment, print it and then send you a ticket.
G- trust me, I know this the hard way...
