Not only will they run out of the settlement but if they keep getting within range of other enemies, they can get pretty damn far away from the settlement. I had some Finch people wandering about a mile from the settlement because they got attacked by raiders, then got attacked by ironworks folks, then the gunners on the overpass attacked so they kept getting further and further away.
