That is a bug from what I have read. The actual stuff in the workshop doesn't count towards the cap and yes there is a cap.
The bug is that breaking down items causes the cap to decrease. So it allows you to build larger structures than they want.
Now, this seems great but there may be a game breaking reason for the cap.
For example, I can remove every item from my workshop. That causes no decrease in the cap. I can take them out of the settlement and drop in another settlement. The cap doesn't decrease.
As stated, this is a bug and no problem exploiting it except it could have some unseen consequence. Similar to using one store to sell all items killed my Dragon Age saves because I exceeded some memory size doohicky.
