no timers...ios 9 is crap...have you tried these steps:
1. Close all your safari tabs
2. Close down the safari app (ie double click on home button and swipe it away)
3. In safari settings, clear history and website data
4. reboot your phone by holding lock button and home button at same time for 5+ seconds
or try using Chrome

iPhone safari. New software. Can't keep tigger drippings open without crashing

Clear history and website data worked for me.
