No.. Really showed how far Michael had fallen into the world.. Now, if he went around telling people that fredo had betrayed the family then his hands are tied but the movie gave the impression that only he had figured it out as Michael held everything close to the vest during that time..(never read the books). Add to that, Michael knew his weaknesses and put Fredo in a very poor spot in Las Vegas. It was inevitable that he would be taken advantage of at some point

One of the most heartbreaking moments in Part II is the banana daiquiri scene where Fredo almost confesses. "Mikey, I - I was mad at you...Why didn't we spend time like this before?" It really hammers home the fact that Fredo was merely looking to be given the time of day rather than a case of him wanting to make a power grab.

There's an argument that Fredo posed a threat to the family, but the calculated way Michael waited until after the mom dies proves it was personal rather than practical. Not to mention at the wake it's made pretty clear that Fredo is forever powerless within the family and thus can't be further leveraged by enemies.
