I know there's some blame to go to the parents if it's this bad at age 17....but um, shouldn't most of her ire be directed at the teachers 10 grades before now that never addressed this issue?

I know they took phonetics out of our local curriculum. Kids can't read. They learn sight words and then try to apply them beyond 3rd grade and its a disaster.

They can no longer doing out words. It's pathetic

I teach in a high school and the amount of kids who can't read is astounding. Yes, they can technically read but are they functionally literate? If so they are just barely. Their reading comprehension is damn near zero. Of course, this is not all kids but it is an alarming number. I never expected to see so many when I started teaching high schoolers.
