The worst rule in football is if you fumble and the ball rolls out of the endzone, it's a touchback whereas if it goes out on the one yard line, you're only a yard from a touchdown

How about handling it like every other forward fumble out of bounds? There's no need to impose an absolutely game-changing penalty for something that essentially boils down to luck.
